In Oklahoma, redistricting plans are enacted by the legislature and are subject to gubernatorial veto. Republicans control the legislature and Governor's office. If the legislature fails to adopt a plan for the state legislature, that redistricting is conducted by a 7-member commission comprised of the Lieutenant Governor (a non-voting member), the Attorney General, the Superintendant of Public Instruction, the State Treasurer, and two commissioners each respectively selected by the two legislative majority leaders.
