In Pennsylvania, congressional redistricting plans are enacted by the legislature and are subject to gubernatorial veto. Pennsylvania's state legislative redistricting plans are drawn by a five-member political commission made up of four members each respectively selected by the majority and minority leaders of the legislative houses and a fifth commissioner, the chair, selected by the four appointed commissioners.
